It actually does make a big difference in downforce and for directing the air to the tray ect.. below the car. Remember the front of the car is used to also direct air to places that need it for cooling as well as adding downforce. Yes there is a strict height rule for the nose due to impact safety standards with the FIA, the side of the cockpit as well conforms with that rule so its harder for a nose to kill someone.
