Studies have shown the average price someone is willing to pay for an app or a game on a mobile device is 2.50 or less. There's a reason most things are free on the app store, with in app purchases.
It's a shame it was pirated so much, but honestly most people on tablets expect games to be free nowadays anyway.

Typically a f2p or b2p like guild wars 2 makes more than enough money from their store to update the game constantly. They have been doing so well they are making an expansion soon. Before that they were doing story updates every few months.

Think of how many of these people that do use it aren't using high speed internet as well... The town where I grew up only used dial up, and still does to this day. This is one major reason I was against the xbox one.
