tbf - the broken windows theory of policing is mostly discredited and it was very, very racist. The honest answer as to why crime has dropped a ton in the last 25+ years is that no one really knows. Lead poisoning has been an interesting theory..

Yes, most people who steal cars are criminals but most people who “steal” rental cars are victims of an error or morons who didn’t bother following the rental agreement. Yes, I understand the police systems don’t flag rental cars differently, hence these errors can get someone killed.
