This is Gene Wolfe's Shadow of the Torturer, book one of the Urth of the New Sun series. Written in the early 80s, it's a bit complex but well worth it!

I read it the first time as a freshman in high school, the second time when I was around 35 or so. Ten years later I feel the need to read them all again because a LOT of the details are hard to remember. This was by far, my favorite sci-fi series ever though; narrowly beating out the Dune saga.

It reminds me of stories of Nazi Germany where many of the best musicians and actors were Jewish and deported or killed. What Germany had left were a bunch of fourth and fifth chair musicians leading their major orchestras or bad actors doing their propaganda films.
