My guess is this is an attempt to regain any power in the EU market. Microsoft still has the dudebros in America thanks to FUTBALL and SPORTS. But those features are pretty much non-functional for Europe. So they're getting FIFA instead to try and win back the dudebros in Europe as well.

I agree with regards to solar panels and grass. Wind turbines can work as well but they have to be done carefully so as to not limit helicopter access.
