Maybe if they located the circuit nearby any one of South Korea's population centers, it would be better attended. For what it's worth, looking at pictures the fencing used in Houston appears the same as the fencing that the FIA suggests for F1 and is used at the majority of F1 tracks both temporary & permanent.
