Armco is actually the preferred barrier form recommended by the FIA for all FIA Grade 1 (aka F1) tracks, even COTA is almost entirely lined with it. Tire Barriers are pretty standard fare in F1 as well, though more and more tracks are replacing them with TecPro Barriers.

NASCAR Isn't necessarily against F1. I would presume that because they are willing to work with the ACO and Le Mans to make USCR work.

I think the bigger issue is that F1 expects so damn much from a race circuit, and the high-end fans that they focus on bringing may not be as interested to go to Watkins Glen vs COTA.

Watkins Glen is owned by ISC. ISC is run by the France family. The France family runs NASCAR

NASCAR would have no say in it. They don't own the glen.
