I haven't used the consumer preview, but the dev preview let us use programs, like Firefox and probably notepad on the DESKTOP INTERFACE in a WINDOW. I'm not a huge fan of the metro UI, but the metro is just a full screen replacement for the start menu with apps, the desktop is still there.
