Most games nowadays bring xbox 360 gamepad support. If its a Game for Windows Live like fallout it will probably bring the achievements and gamepad recognition. You could play the exact 360 game at high graphics. Only time will tell if it does have gamepad support.

You can count on the Vita's security being top grade. They've learned a lot from the last hack on the PS3 and the hacks on the psp. Although the memory stick was indeed used to load up the files for hacking a psp, its the exploits on the psp that actually make the hack possible.

If its a memory card then you'll eventually be able to load it on the computer directly. And you can always use the usb connection of the PS Vita. Do remember you need access to the card in order to put your pictures, music, themes, etc.
