Because half of it is firmly set in the here and now talking about the plans for the future. The other half is based around the first one.
I think that’s more a result of an unstructured off-the-cuff spoken statement being written down. Doesn’t quite translate. I think it actually makes a lot more sense if you add “when” to it.
