No demo means people pirating the game to see if it even works. But then, making demos costs a lot, so they probably thought about this

I haven't yet heard any complaints about Hearts of Iron and there you could play the Nazis. You don't necessarily have to glorify something to simulate it. I like to think of this as a sort of interactive history book.
