Nope, it definitely worked with the 3DS, it seems that its only 3DS carts that are region locked. The system doesn't seem to care about DS carts

But you can, you just buy the American import (which was ridiculously cheap when it came out). DS games aren't region locked.

But Teen Spirit and Use Your Illusion did both come out in the same year.
