Um, what? A bunch of smaller pieces hitting the ground spread out over a longer time period than the entire mass hitting all at once creates much much smaller destruction. Think of a hard packed snow ball hitting you versus a loose and fluffy one that breaks apart in the air, each having same overall number of flakes.

Well math wise, if an R8 gives birth to an RS3, then an R18 would pop out an RS7 (6.75, but close enough lol)

Very likely it's just a site to develop and test the next generation of military hardware. The super intense security is likely more for keeping out other government's spies, rather than your average joe. But obviously the only way to reliably do that is to just keep out EVERYBODY.
