This is a residential area (you can see the houses). The main risk of death is therefore some moron running over a pedestrian. The purpose of traffic calming measures such as this is to slow these morons down so they don’t kill people.

Yup.  The video shows, in many cases, a vehicle of equal or larger size passing through the bollards without incident immediately before some lemon drives into them. It’s not the bollards that are the problem.

It’s a tricky balance. On the one hand I want people who have these kind of feelings to be able to seek help so they are less likely to act on them. In every other aspect of life we acknowledge that prevention is better than cure so I don’t see why this would be any different.

It’s not quite that straight forwards though - there most definitely are people who describe themselves as MAP who *are* predatory paedophiles, and just use the term to make themselves sound like a member of a stigmatized group.

Any adult who is sexually and/or romantically attracted to children needs to get help. It doesn’t matter if they “think” they can handle it - it’s not their risk to take.
