The PS3 does that now with FF A Realm Reborn. If you bought a physical copy, you still need to download and install the game but you can't start the game unless the physical disc is in the PS3.

Actually you weren't off, it's an absolute steal, the PS3 & 360 version will be $30, and a $10 upgrade fee to PS4 & X1 would make it $40. It's not a huge upgrade to BF3 but it is an improvement. For $40 it would be a great purchase until the better releases come out in the spring.
I had a PS4 + BF4 bundle preordered but this deal just made me realize I could probably resell the whole bundle while supply is low, make a profit. And save $20 bucks on BF4. Woopee!
