Yes. It absolutely could. Borderlands I hated for the first almost hour of play, but then it all kind of "clicked". A minute and a half isn't long enough to experience anything, let alone judge it.
I actually think that's kind of a big deal. It's a shame the race to have a review out takes precedent over the quality of the review.

All the OP's suggestions were fantastic... trying to think of one to add and Just Cause 2 came to mind. Almost all of my enjoyment of that game came from admiring and interacting with the world. I'm sure I'll think of more, too.
