Nope Red car knocked the slower truck off balance and sent the red car spinning almost into the cyclist. The Truck would not have hit the cyclist had the red car not had been going so fast and presumably ran a red light or stop sign.

Doesn't look like that to me at all. It seems to me the guy was going slow enough for the truck to pass without hitting him. But it doesn't matter. No personal harm. That's the important thing.
