Have you seen that case in person? It's INCREDIBLY well built. I was actually blown away with how well built it was for its price point.
I just recently built my girlfriend her first gaming PC with the same case (also in Arctic White), and I have to say I'm incredibly impressed with its quality. So many little touches that make a huge difference that I wasn't expecting in a case at such a low price point.

For a factory overclocked card, you'd have to look at a benchmark specifically for that card. I know when the 750Ti came out, there were a few that had a slightly higher clock than reference, and that obviously helped a bit. Civ V is incredibly CPU intensive (relative to how little GPU it uses). There's a lot of AI for each player and a lot of units to maintain later in the game.

The 650Ti Boost is just slightly ahead (a few FPS here and there). It does outperform a regular 650Ti though. The biggest appeal is how little power it draws while achieving that performance.
It's the first thing I saw in today's earlier post. I immediately thought "Chrysler" and it ruined everything. Not that I was expecting anything from the Camery, but the front half looks a lot better than the back half.
