In the state i work there are no union for police (that actually forbids it), also once again the place which i work is very grounded to our community. I know for a FACT that all of the grants i have seen SEVERELY limit the capabilites to basic every day duties. If there are departments using the info to gather up "dirt" or patterns on people then yes this would be a civil rights violation.
