I wish they had trap and release programs for dogs like they do for feral cats. It may not have prevented this tragedy but neuter/spay programs like that which clip the ears of strays to indicate altered animals at least keep the population smaller.
Unlike stray dogs, stray cats don’t form hunting packs.
