Just played this game for the first time and after an hour or two in I already had busses and cars causing mayhem like they were controlled by other players. I was pleasently surprised by that happening.

The batteries on PSP had a chip with their ID number.
Most of the batteries until PSP 3000 have re-writable capabilities and all PSP 1000 and most of 2000 ones could re-write this ID, it's a kind of hidden feature that SONY folks at their manufacturing plants and repair centers could use.
