Basing WP7 on a 15 year old codebase in the face of competition from iPhone and Android was inexcusable.

My take on it is this: WP7 is what Microsoft had to do in order to have a hope of staying in the smartphone market. But the Windows kernel wasn't at a state where it could possibly be used on a mobile device. WP8 is what they wanted to do all along, and now can.
