They have sometimes called it caching, yes. I added a note to the piece about the possibility that the cached data might not hog the hard drive space long-term, but I've not seen definitive word on that.

This is no different to any other console generation launch since the original Playstation. When the Playstation first came out all you had was expensive first party memory cards that were filled up pretty quickly.
