You’re going to end up with a bunch of tiny skeletons, because smaller hurtboxes and more consistent hitboxes on highs that can potentially hit crouchers when they normally shouldn’t are magnitudes better than anything else.
The point is that in a restricted roster you can figure out all those differences between characters, because there’s a limited amount of them. Character specific combos are nothing new to fighting games
Even without cheats, custom characters can have different hitboxes that make them unrepresentative of the character they’re playing.

I think consistency is best measured by a player’s record and their standing in the tournament.
It’s about about being consistent.
Perhaps whoever made the fewest moves (and thus was most efficient), or whoever did the largest amount of damage in one hit, or whoever did the most amount of damage in the shortest amount of time. Heck, make that part of the match options, where players/tournaments can decide which tie-breaker they want to use based…

I went to Japan in December of last year and I don’t think you need to worry about it.
The format encourages quick witty jabs as opposed to actual dialog. It’s hard to have a meaningful conversation in 280 characters. So many people just resort to shit slinging.
