Ubisoft typically shows all cross-platform games on the PS4, and as the PS4 version of the game was promoted at the end... you can bet that this is either PS4, or more likely, PS4 dev-kit footage.

Art and animation wise, it looks very similar to the upcoming games "Transistor" from Supergiant games (makers of "Bastion").

No one. I just rewatched that scene, and Hank is on the other side of a car and we're viewing him from a fairly large distance away; did he lean toward the back? Maybe, but more likely not. When he says, "Stay in the car," Jesse stops getting out.
