No this is not as easy. It was censored because of complains in the beta. So they did not want to offend anyone and risk bad publicity. There are tons of interviews like that in which Japanese developers and localisation teams state that out of fear of outrage they have to remove it.

Yes this is how censorship these days work. The power of social media to silence and remove things people do not like is very real and powerful. And a company like Capcom or Ubisoft can not risk very bad publicity for such a high class game.
