That is mostly because Fallout New Vegas actually felt like a real Fallout game. It had the writing, the humor and the atmosphere but also the mechanics of the old games. The design was another aspect yeah. I think there was no consistency in the whole game. And please lets not discredit Kefka here. Kefka was fantastic. And Seymor was not even the main villain. It was all about Sin. Seymor was just a side plot.
