I think you have no idea how media in Japan works. Everything (men, women, animals) gets sexualized so that should not be the issue here at all. The issue is probably some old fashioned people were offended by it. It is a town so I guess its understandalbe.

Actually One Piece’s story moves along far far faster than Bleach or Naruto. It is just that there is soo much depth and story to it. Given the text you read in one One piece chapter you could easily fill 5-6 chapter of Bleach with it. Same with Naruto. So much exposition it is insane.

Honestly I LOVE One Piece. It is my Manga and Anime I follow for so many years now. And this is probably also the reason it has such a huge following. People grew up with this and they will never stop until its done in 20 more years or so^^
