You have pretty much hit the point: most people in Europe (apart from Germany and England) drive sub-150hp, sub-3500lbs manual transmission cars. Why? Because that's enough for about 95% of most people's needs.
My neighbor has one of those, and although it ain't stupid fast (i think top speed is around 90mph), it's pretty nippy for a soccer mom school bus ;)
His wife actually drives it to and from their kid's soccer practice ;)
