So they are doing away with the logarithmic scale for the signal display...the scale that could only have been created with the intention of displaying higher signal than is accurate.

There is an ordnance in Times Square that you HAVE to have up crazy signage to preserve the atmosphere in Times Square and nearby. The Lehman Brothers (now Barclays) building has a giant video sign on it just for that reason - and it really isn't very close to Times Square.
