Yes they could use some shouts, but they weren't dragonborn. Dragonborn shouts are alot more powerful and they take the experience required to wield them from the dragons they absorb. Which is the unique ability for the dragonborns and it's the first time we meet another dragonborn.

Everyone keeps saying that ammo isn't scarce , but in some areas i had some serious ammo issues. This was more of a problem in Chris's campaign and especially true at the end where i had to knife the last boss because i was out of ammo.
