I think this is that Pikachu Detective game too, as "shocking" relates to Pikachu, who seems to be having a banner year (Japan's FIFA World Cup Mascot, Pikachu Cafe, Pikachu Outbreakchu in Yokohama), and it's only August.

This event is different because there are female Pikachu included in the mix (check their tails); there's even a Pikachu dressed as a Captain on the Nipponmaru.

It's actually quite good, despite the faulty AI that makes your 2 companions wander off and do stupid things, like get themselves killed often. The AI in Outbreak: File 2 was slightly better, and I'd often survive each scenario with both of my companions alive.

You are not alone—I loved RE Outbreak and RE Outbreak: File 2; the final scenarios of those two games were brilliant and for me, have not been surpassed by the more recent RE games.
