My understanding is that using birth control is considered a moral wrong. If something is morally wrong, obviously, it is wrong for Catholics and non-Catholics alike. It's not some special rule for Catholics.

It's not all about the punishment. Finding out the truth and publicly denouncing the criminal for the wrongful acts are valuable ends.

Maybe there was circumstantial or physical evidence in support of the other charges, but not in support of the rape charge. The prosecution has to meet a high burden of proof on each charge and we can't just assume that it met that burden with the complaining witness' testimony alone.
