Anybody who knows how to install apps from outside sources is likely savvy enough to handle themselves with a computer.

Social engineering, just like with most malicious software. They pose as legitimate extensions: "Oh, hey, we noticed that you've got Outside Extensions turned off. If you want to use this totally trustworthy extension we promise, you'll need to turn that off."

All the things said above, plus: I think the caloric reduction in IF is just a side benefit to what the author is really advocating, which is cutting down on the decision fatigue associated with having to make a series of complicated decisions in the morning

Yeah, I think the thing the author's advocating here isn't so much skipping breakfast in general, as much as it's cutting down on the decision making involved in preparing another meal.
