It all depends on their online security, but generally if you have censored access to the internet and some knowledge on hacking or proxies, you can get uncensored access. And in a prison-size population, the odds of having one person capable of that are pretty high.

Also, I don’t know how prison internet security works, but if there are inmates who have any knowlege on hacking or computers (and unless that related to their crime, the prison wouldn’t necessarily know who that was), they could probably find a way through.
