No, they are NOT. I have a 35 year old car that just passed the emissions test in LA county on March. Only cars made in 1975 and older are exempt. Just do a simple Google search intest of writing incorrect information in all caps.

That crap you mention is real, but it is not CARB’s fault. It is local jurisdictions, like the cities and counties that require emissions testing. Most of CA dies not require emissions testing. Changes on testing procedures implemented in LA county in 2000 are responsible for a lot of classic cars leaving the county.
