    It's very easy for anyone to be a payee of an electronic transfer. No cost to anyone, documented as a check on your banking statements, and it doesn't sit uncashed till the person decides they want to cash it.

    No. They won't. Obviously Samsung isn't interested in licensing patents (which is why they chose to infringe when they didn't like the licensing fee that was offered), so they'll have to come up with something else now. So, if the cost goes up (due to R&D), it will just hit the price it should have been at all along.
