I'm looking for a video capture card to take home VHS tapes and import them into a Windows 7 64bit PC. What moderately priced import card would you recommend?

IS the router running the latest firmware? Did you try introducing a different computer to see if it can't connect to the network? Do you know if your neighbors recently purchased any new appliances / baby monitor / etc?
You should be able to use DriveImage XML. I've used it before to hot image (the computer was running) an OS and then restore it to a drive.
Set goals. Make it fun. Worst case, don't allow either of you to do X until you've completed Y. I found that I was the most productive when I came home if I did what I had to do *then* watched TV. The other way around, nothing was accomplished.
I don't think that there is one that will do all three.

Depending on how old the machine is, it might just be worth it to upgrade the entire system. At some point, you're just spending money on an obsolete system.

Nothing wrong with getting a machine that's capable of using X amount of RAM, but buying it now with X-Y amount of RAM and upgrading later (when RAM is cheaper).
Syncback works well. I've also seen people use Synctoy by microsoft. Both free; Syncback has paid versions with more options.
Put the card in another computer. Try to perform the same tasks on the second computer. If the card works, then it's the first computer.
