I think that is publisher setting region restrictions in that case. Even if Valve/Steam won't sell it to you directly, that doesn't mean someone else won't. I have Civ V from GreenManGaming, which of course registers on Steam (it's an exclusive). So, I technically bought it "in China", despite being "out of region".
Most of this ban is "bullshit". You can log on here with your Steam account, and buy most of those games with your Chinese Alipay (similar to Paypal) account. Battlefield 4 is one click away with Origin and a Paypal Intl. account linked to a Chinese bank account (what i use for all my online purchases).
