In this case, Ultimate Ninja 1-5 (HD and widescreen) are already playable on PC if you stick the disc in your drive and run pcsx2. This will be the first time you can play one of the Storm games on a PC though.

Again, in general, no I would say on average most people care nothing about speaking English in Japan unless forced to for some business purposes, unlike here in China where it is a huge industry even outside the required school curriculum (the ESL industry collapsed in Japan nearly 10 years ago).
