tl;dr: There used to be a discount for signing up for a 2 year contract; they would subsidize some of the cost of the device. Now, they no longer do that. Customers pay full price for the device no matter how long of a contract they sign up for.

He won’t need a contract, he’s not asking them to subsidise the phone. He’s buying an unlocked phone and using their “bring your own device” process to keep the contract he already has.
