He won’t need a contract, he’s not asking them to subsidise the phone. He’s buying an unlocked phone and using their “bring your own device” process to keep the contract he already has.

Either way... they have to spend less money to get fancy things that the large majority of Americans cannot afford. In a country that is actively spending less and less on things like education, medicare, and infrastructure... I can see a wide variety of things that would be money better spent by the government.
