Exactly. This is all just a matter of simple microeconomics. The building code and fire is a perfect example of how “the government” is involved. The building inspector’s job isn’t to prevent fires, it’s to make sure the rules are enforced.

Not necessarily. An individual may appear inebriated when actually they may just be tired, or have a severely elevated fever, or a bad med interaction. These are not necessarily things that the arresting officer can test for, and quite often these things are thrown out of court by a judge.

Plus... they’ve spent the last 40 years scrimping and saving and actively NOT spending money, that they end up at 60 with a metric tonne of money in the bank and no desire to let go of any of it.
