It's not official. It's a speedrun of a videogame.
Why should there be a guideline for speed-running games? There's nothing official about this. It's not like this speed-run is going to be preserved in the Smithsonian.
I remember seeing a video years ago where someone beat Morrowind in 7 minutes. They used some really cool alchemy and levitation exploits to do it. Apparently someone did it quicker recently, though.

I rented the first game on PS2, knowing nothing about it. It turned out to be the most disturbing thing I had played up to that point (Resident Evil? Silent Hill? Not even close.) Didn't get very far in it, but it really stuck with me.
They own it, this new version is going to replace the old version in their Steam libraries. Funny because it sounds a lot like what DayZ is doing porting their game into a new engine.
Read the interview where it's said that this new version will be an opt-in branch for a while and then replace the old version. That strongly implies that existing Rust owners will just have to download the new version like a large patch. Safe bet is no one is going to have to buy the game twice.
