Your picture didn’t post but from what your describing: That’s usually more a case problem than the fan. The Fractal Design case Napoleon Solo up there is using is known for being quiet. Also, great sturdy feel to their cases. You might want to look into those.

I did my last build in the same case a Cavill. That is an incredibly use friendly case. Not a single sharp edge I can think of, completely toolless, very easy to access and clean filters, the only fault I can think of is that you can only have a power light or CPU activity light.
