I am also going to add that Qyburn knows poisons but needed to know dosage. They had no idea how big the dragon was going to be, what effect what poison would have(OMG THE DRAGONS ON PCP), and the cost associated. Poisons tend not to be an inexpensive item in the lands of fantasy.
