That’s definitely part of it. There’s also the message and intent of the joke. Is your joke a racist joke, or is it a joke about racism? They’re not the same thing. Is the humor at the expense of the disenfranchised, or is it at the expense of a system or culture that disenfranchises people to begin with?

Yep. If you are going to make a holocaust joke make it something actually transgressive and not just a typical nazi catchphrase. Monty Python made plenty of nazi jokes but they always, always did it in a way that was challenging and absurdist.
