Texas re-districting was supposed to be done once each decade, bearing in mind the results of the census, except now it can basically be done whenever the Texas Legislature gets a burr up its collective butt. Gerrymandering is making the district lines safer for one party, or to alter minority voter participation.

If you actually want an answer to that question, read the first few essays in Ayn Rand's "The Virtue Of Selfishness", which explains the basis of Objectivist ethics. Better yet, read the whole thing. And, btw, hedonism (which is basically what the professor's question is referring to) is rejected by Objectivism.
