They neglect it because it’s a low travel interstate.  Most traffic follows I-70 or I-25.  Add to that, their choice to use concrete instead of asphalt for the surface.  It should be asphalt for the level of traffic it supports, and the stair stepping from freeze/thaw cycles would not be a thing.
