Cowboy Bebop doesn't do filler. Episodes can develop themes and acquaint us with the characters without a slavish insistence on moving the situation from point A through points B, C, and D.
It's common sense in RPG's to talk to any npc's until they start repeating themselves. I don't see how this is much of a problem myself.
